Richard Heinberg has taken Dr Colin Campbell's (founder of the Assoc for the Study of Peak Oil) Oil Depletion Protocol and examined its application in society.
Similar to the Kyoto Protocol that sets carbon emission control levels, the Oil Depletion Protocol sets oil use levels, gradually declining oil use by approximately three percent each year.
Unlike the Kyoto Protocol, which is aimed at entire nations, the Oil Depletion Protocol can be adopted by individuals, councils, communities, and states.
This is something we can do as households.
"The Oil Depletion Protocol is agreeing to reduce our oil consumption gradually and uniformly according to a simple formula that works out to being a little less that three percent per year," Richard Heinberg writes.
Dr Colin Campbell says the Protocol is, "... a sound but simple solution, namely for the countries of the world to agree to cut imports to match what Nature has to offer."
